How ISIS Cells Operate

Jytte Klausen and Alexandra Johnson, in Foreign Affairs where the title is “Lone Wolves no more,” …

The attack in Brussels may have been shocking, but it was hardly surprising that Europe was subject to a coordinated terrorist campaign directed by the Islamic State (ISIS). As European officials reported in the days after the strike, ISIS had previously dispatched “at least 400 fighters to target Europe.” These terrorists, mostly of European origin, were instructed to construct “interlocking terror cells,” officials say, and were given autonomy to choose their target, timing, and methods. It is likely that the March bloodshed is not the last that Europe will see from these networks.

PARIS 2015By now the pattern is well established. Fighters, after spending some time with ISIS proper in Syria or Iraq, return home to link up with brothers and childhood friends, who may have also made a pilgrimage to the Islamic State, and pals with whom they have forged bonds while learning to kill in Syria. They try to take the tactics of insurgency to the streets of Europe, killing civilians and targeting government installations. If they fail, they move on to the next plot. And if they succeed, they also move on to the next plot. Continue reading

Comments on the Brussels Terror Attacks from India’s Position

Monish Gulati, courtesy of CLAWS and Eurasia Review, 2 April 2016, … from  http://www.eurasiareview.com/02042016-brussels-terror-attacks-a-grim-reminder-on-preparedness-analysis/, where the title is Brussels Terror Attacks: A Grim Reminder On Preparedness – Analysis”

Three Explosions, with two likely caused by suicide bombers, rocked the Brussels’ Zaventem airport and Maelbeek metro station on 22 March, prompting a lockdown of the Belgian capital and heightened security across Europe. More than 30 people have been reported dead and scores injured, some of whom are critical. The explosion on a three-coach metro train, as it was leaving Maelbeek station for Schumanstation, left more than 20 dead.

Belgian authorities bolstered security after the attacks, raising alert levels to maximum, shutting down all Brussels metro stations, evacuating the city’s airport, canceling trains in and out of Brussels and ordering evacuations of all but essential staff at two nuclear power plants. Belgium called for three days of national mourning. Continue reading

Tshering Tobgay of Bhutan: Statesman Extraordinary in a Nation Extraordinary

“Please spend a little time to watch this incredible talk with a lot of messages on the environment for Sri Lanka too. Our constitution makers should take this remarkable constitution as an example. The King and Government have enshrined in the Constitution that at least 60% of the land will forever be under forest (it is 70% now) and that the rights of all denizens including trees will be forever respected. Corridors have been left between all forested sections so that all animals can reach all parts of the country if they so wish! Our power hungry peoples representatives might be amazed that the King has imposed a  clause that he has to retire at 65. The previous king voluntarily retired at 51!……. Rohan de Soysa in Colombo

Sri Lanka’s Woes: Clarification, Communication, … Educating People, says Malik Samarawickrama

Jehan Perera, in The Island. 29 March 2016, where the title is “Obtaining popular support calls for stronger communication strategy”

MALIK SThe government has begun to respond to the mounting criticism of its handling of the economy by explaining the background to the current economic crisis. The difficulty of the government to deliver economic benefits to the general population for more than a year since it assumed office is the biggest drawback it is facing at the popular level. Last week, development strategies and international trade minister Malik Samarawickrama gave a clear explanation of the government’s position on the economy in parliament. He pointed out that there were both external and internal constraints on Sri Lanka’s economic situation that were beyond the control of the present government. The external constraints included the economic downturn in China, the ongoing crisis in the Middle East, the impact of the Syrian crisis on European economies and interest rate increase in the United States. Besieged: Confronting the LTTE Assaults in mid-1990 in Batticaloa Province … an Infantry Officer’s Tale

Hiran Halangode, ….. with highlighting within the text being impositions from the Editor, Thuppahi

In dedication to the First Gemunu Watch:[1]   I dedicate this article to all those valiant officers and men of the 1st Battalion the Gemunu Watch (1GW) who served with me during my tenure of command from 01 December 1988 to 31 January 19991. They served with me loyally, with dedication and commitment in Hambantota, Moneragala, Ampara and Batticaloa districts against all odds. They strove hard, made supreme sacrifices and suffered humiliation at times to safeguard Sri Lanka as a unitary state. This essay is written without fear or favour, with malice to none and magnanimity to all.

With the departure of the IPKF in end March 1990 the LTTE gradually took control of the North-East of Sri Lanka. They positioned their cadres in vital areas that enabled them to exert pressure on the Police who maintained law and order and the Army who were very thinly deployed in the Northeast. In the Eastern province one Infantry Battalion was deployed in each of the districts of Ampara, Batticaloa and Trincomalee.

In Batticaloa five Army detachments were established. They were at Wellawadi, Kiran, Kalawanchikudy, Kalmunai and Kallady. Out of these detachments, Kalmunai and Kalawanchikudy detachments belonged to 6th Bn Sri Lanka Light Infantry (6 SLLI) which were just raised in late May 1990. The Infantry Battalions were handicapped, as they had to shed one Rifle Coy and composite platoons to raise another Infantry Battalion in late May 1990. The troops had to re-orientate themselves from a low intensity environment in the South to a high intensity environment in the North and East. However 1 GW had already prepared themselves during their tenure of 10 months at Ampara where they saw the LTTE annihilate the TNA with the withdrawal of the IPKF. They had saved some of the TNA (viz., the Tamil National Army – ex-members of EPRLF/ENDLF) cadres who fled the LTTE attacks into Ampara. They were armed by the IPKF who wanted them to be their proxy, although not included in the infamous Indo Lanka peace agreement. This is for the attention of the numerous Indian military experts and the more radical TNA politicians who speak about genocide. Continue reading

Muttukrishna Sarvananthan: Recent Essays from a Man from Point Pedro, 2011-15

Elusive Economic Peace Dividend: all that glitters is not gold

Abstract: This research paper compares and contrasts the post-civil war economic development in the conflict-affected Eastern and Northern Provinces and the Southern and Western Provinces in Sri Lanka. In spite of high economic growth in the conflict-affected provinces, employment generation has been very low; unemployment rates and poverty are very high. Moreover, the ruling party (at the time of the first draft of this paper in June 2014) has lost significant share of its vote received in the recent provincial elections (2012–2014) compared to its share of votes at the provincial elections in the immediate aftermath of the civil war (2008–2010) indicating that the economic growth at national and provincial levels has not filtered down to the households. Merkel is floundering in a Refugee Sea

Douglas Murray, courtesy of The Weekend Australian and The Spectator,  where the title is “Merkel is losing the plot”

It may be hard to remember, but only a year ago Angela Merkel bestrode the continent of Europe. Those who agreed with the way she kept the eurozone together and those who disagreed were at least united in the recognition that here was a true political leader, one perhaps destined to stand equal to Konrad Adenauer, Willy Brandt and Helmut Kohl as one of the great postwar German chancellors. Today that reputation is beginning to turn. From being credited with holding Europe together Merkel now is being blamed for rending it apart.

MERKELLast year, the saviour of the eurozone crisis became the architect of the mass migration crisis, opening the doors of Europe and Germany to anybody who wanted to come. And come they did — from Africa, the Middle East and Asia. They arrived by boat and on foot, and when they got to Europe they travelled through country after country to one place in particular that seemed likely to welcome them: Germany.

HM the Queen Addresses USA and revokes American Independence

qUEEN SPEAKS-- pic from www.pinterest.com

To the citizens of the United States of America from Her Sovereign Majesty Queen Elizabeth II

In light of your failure in recent years to nominate competent candidates for President of the USA and thus to govern yourselves, we hereby give notice of the revocation of your independence, effective immediately. (you should look up ‘revocation’ in the Oxford English Dictionary). Her Sovereign Majesty Queen Elizabeth II will resume monarchical duties over all states, commonwealths, and territories (except North Dakota, which she does not fancy). Your new Prime Minister, David Cameron, will appoint a Governor for America without the need for further elections. Congress and the Senate will be disbanded. A questionnaire may be circulated next year to determine whether any of you noticed. Continue reading
